12th percentage is low. Can he eligible for jee if he reappear and score sufficient score in 12 from other board in JeeMain 2019?

Yes, you can give jee mains again as you have changes in 1st attempt...But you have to give hsc studies again and get good marks as you have mentioned that you havent got good marks so you only have to cope up with that issue and then you should focus on jee and score well and you will get a good college.
