Since you were born on December 13, 2006 , you fall within this range , so yes, you are eligible for NDA 2 in 2025.

The age eligibility for NDA is 16.5 to 19.5 years . Since you will be still 18 on September NDA 2 attempt which is within the age limit, Yes you are eligible for the the NDA attempt.
