A rank of 13000 in obc ncl is a bit low of a rank. The cut off for obc for the year 2020 is given to be 74. Due to the competition increasing by the minute everyday, the need for scoring higher marks and scores keep increasing more and more. Hence, unfortunately the top nits and IIITs would be tough to get into with this score. Also other Centrally Funded Technical Institutes ( CFTIs) such as the IITs also would be a bit tough. Some newer NITs might be possible based on the reservation such as NIT Andhra or NIT Pondicherry.
And, since you have mentioned that you belong to the obc category, the chances of you getting into some some of these universities are a bit more. There are some other universities into which you have a good chance of getting into.

- Other Backward Classes (OBC-NCL) - 72.8887969
- Scheduled Caste (SC) - 50.1760245
- Scheduled Tribe (ST) - 39.0696101
- PwD - 0.0618524

According to the category crank you have mentioned in the question you can get top NITs like NIT Bhopal, NIT Uttarakhand, NIT Jaipur as per previous year's cut-offs which you can check from the link given below :-

The above case is only valid if you are either female or deserves Home state quota for them but in the case where you do not have either of condition then you should go for some lower NITs like NIT Meghalaya, NIT Silchar, NIT Goa and likewise.
