Relaxation in JEE eligibility criteria is provided for the 2020 exam only and there is no official announcement about the JEE 2021 exam.
Board exams of some states could not be completed due to the pandemic and therefore authorities has provided relaxation in the eligibility criteria for JEE Main 2020 September exam.

NTA has released the revised eligibility criteria for admission into IITs through JEE Mains and JEE Advanced. The basic criteria of scoring at least 75% marks or ranking among the top 20 percentile in class 12 board exams for admissions in IITs has been relaxed for this year 2020, since many examinations could not be conducted due to the COVID-19 pandemic.
So, there has been no information for relaxation in the eligibility criteria for the year 2021. This criteria is only for the year 2020.
