Hello,
Through TS EAMCET you can only join in the participating colleges of TS EAMCET in Engineering, B.Phamacy, Pharm-D, Agriculture, BVSc etc in colleges situated in Telangana only. You cannot get admission based in you TS EAMCET score in other states.
To get free seat you need to secure a rank below 10,000 but you have secured a rank above 10,000 so you are not eligible to ger free seat considering your rank.
