So this is a thermodynamics problem. Let me first explain the pilosophy of how to solve this problem.
There is a ballon at some natural state A with some volume and pressure, now you are going to blow air into the ballon. By doing this you are increasing the pressure and volume inside the system ( ballon ).Thus in the process the system will atain new state B. At state B the pressure of system(ballon) is 10 atm and volume is 1 litre. Since the systems volume expanded from state A to state B the work has been done on the system. We need to find this work done. Now in the question the path between state A and state B is not given. If we know the process we can easily solve the probelm.
There are basically four processes
1. Constant pressure
2. Constant volume
3. Isothermal
4. Adiabatic
From among 4 we can assume the process to be adiabatic process.
Now the process to solve this problem is as follows
1. For adiabatic process we know the work done formulae
use the formulae and find work done.
2. Now after getting work done we need to find power.
power = work done/ time
time = 10 sec
work done can be obtained from step 1.
hence the problem can be solved.
