For appearing in NEET or National Eligibility cum Entrance Examination, you need to prepare for three subjects namely Physics, Chemistry and Biology. Without these three subjects you cannot appear in the NEET UG. Your board marks in these three subjects will also be taken into account for NEET UG. That is a Candidate has to pass in all three subjects without supplementation and with at least 50% marks in each of the three subjects.

I am sorry but the student is not eligible to write the exam. A student muss pass 12th without supplement and with a minimum of 50% in PCB.
Sorry dear, He is not eligible for NEET. He has to pass in all subjects with minimum 50% marks in Physics, Chemistry, Biology & English for appearing in NEET.

This student who you are referring to can’t sit for NEET as he/she has not passed all the subjects in the Board Exam. He should also get 50% marks in PCB subjects as well as English.

For general category, Passing in every subject is required to get be eligible for NEET examination.
You need to pass in all subjects, basically, pass your boards to be elligible for NEET 2018. Also, you require to have 50% aggregate in PCB subjects, if he falls under the general quota, or secure 40% aggregate, under reserved quota. The student can apply for NEET 2018, if he is ATKT (Allowed to Keep Term) and provided he clears his supplementary Examination in Math.
