A student studying mining engg, top score in 1st year, can he get aeronautical engg in 2nd year in same institute?

Yes of course if he scores good and College allows such transfer you can get into aeronautical engineering.

Yes he can opt for the change in stream if he has scored a good GPA ( generally it's around 9 ) plus it is must for the college to entertain subject changes.
