A student who passed in 2017 and not qualified in JEE main 2017,2018. if he qualified in 2019. can that student give jee main advanced .??

No you can't able to give the JEE Advance in 2019 because you missed the opportunity in 2018. Since you have only single chance left to give the JEE mains in 2019.

Yes if he cleared the JEE mains then he will be eligible for JEE advance round..there is no such restrictions...
