See UPSC demands graduation from recognized university or college UGC/ AICTE approved. Graduation from any academy will not help becoz they are not UGC/ AICTE approved. That means you are not eligible for UPSC in that case.
Secondly, there is no such free university that would provide IAS coaching but there is library section for such aspirant and there is also a group of aspirant who discuss and share related news and information in the university... you have to approach them and hence start your preparation becoz number of people in group means number of information would be circulated....
