Well, the right answer to this question will be contextual.
From the point of job prospects, a B Tech is better than a diploma. B Tech gives more options for career progression than a diploma.
And If one is not able to get admission into B Tech because of low rank, then diploma is better in such a scenario to have a go at getting some professional qualification. After having some experience under the belt post a diploma one can always compete with B tech degree holders in the job market.
For B.Tech the duration of the course is 4 years, but a lateral entry can be taken directly to the second year if a person has done a polytechnic course.
Polytechnic (Diploma Engineering) is mainly done by those who are not able to afford degree engineering and need to get into a job as early as possible.

Whether to opt for diploma or degree in engineering is individual choice.
The polytechnic courses started to provide employment at the age of 18. Initially students who wanted to start earning early to support the family used to opt for these courses. But this trend has changed over the years. Nowadays majority of diploma pass outs opt for degree courses.
In today's times criteria to decide diploma or degree has changed. I find that many students opt for polytechnic to avoid competition at 12th std level. After doing diploma, you get admission in 2nd year degree which is easier.
However if you are aiming for IIT, then diploma option does not help. You must pass 12th and JEE ADVANCED.
There is another aspect you must take into account. Doing diploma after 10th is not easy. Children are small. Specially if you are coming from vernacular medium, then you find 1st year little tough. By 2nd year, students adjust slowly.
However when you go to degree course, diploma holders have an advantage. Because subjects are same only scope increases.
