Every state has its on criteria for qualification requirement so you will have to check that online in your state's agriculture website.
CHECK LIST FOR OBTAINING FERTILIZER LICENSE:
1. Permanent Resident Certificate
2. Qualification Certificate
3. Form O (Source Certificate) from the principals.
4. Affidavit (Rs. 10/-)
5. Site Plan with Map (Premises Verification)
6. Permanent account number (PAN)
7. Bank balance (Rs. 50,000/-)
8. Advertisement / Paper cutting
9. Treasury fee ( Rs. 1250/- (for Retail) / Rs. 2250/- (for Wholesale) under 0401 Crop

11. Two passport photographs
