Yes you can appear of UPSC CSE for IAS posts after completing B.Pharm., this is because for UPSC CSE the candidate should have a bachelor's degree with at least one of the subjects namely Animal Husbandry & Veterinary Science, Botany, Chemistry, Geology, Mathematics, Physics, Statistics and Zoology or a Bachelor's degree in Agriculture, Forestry or in Engineering from any recognized central or state university and after completing B.Pharm. you will be having a bachelor's degree so you can appear for it.
Common eligibility criteria for UPSC CSE is given below :-
>>>> The candidate should have crossed age of minimum 21 years on the August 1st of examination year but should not exceed 32 years on the same date i.e. August 1st until and unless he/she deserves some age relaxation.
>>>> The candidate should have Bachelor's degree with at least one of the subjects namely Animal Husbandry & Veterinary Science, Botany, Chemistry, Geology, Mathematics, Physics, Statistics and Zoology or a Bachelor's degree in Agriculture, Forestry or in Engineering from a recognized central/state university.
>>>> Candidates appearing for their final year/semester can also appear for CSE but their selection will be provisional until they submit the final marksheet.
>>>> Nationality should be Indian.

The eligibility criteria for UPSC is passed graduation in any disicpline from a recognized university, hence if you have passed BPharm from a recognized university, you're eligible to appear for the same, also in terms of age criteria candidates needs to attain 21 years as on 1st August of the appearing year, if you're in final year of graduation, you can appear for UPSC exam provisionally, there is no specific aggregate required in this case, the exam, the upper age limit for UR is 32 years, however relaxation in terms of age criteria is offered to reserved categories, the exam is conducted in three phases namely preliminary, mains and interview/personality test.
