Yes of course after completing any bachelor's degree program you can apply for UPSC examinations, so if you have completed B.Sc Nursing then also you are eligible for UPSC examination but make sure to satisfy all other eligibility criteria according to the examination in which you have to appear because there are various examinations conducted by UPSC for various posts.
If it is for Civil Services Examination then your age must be in the range of 21-32 years and also there is relaxation for different reservation categories like 5 years for SC/ST, 3 years for OBC, 10 years for PwD and so on. Along with this you must be the citizen of India or
>> Nepal / Bhutan/a Tibetan refugee (who came to India before January 1, 1962 with the intention of settling down permanently) or
>> Those migrated from Pakistan, Burma, Sri Lanka, Kenya, Uganda, United Republic of Tanzania, Zambia, Malawi, Zaire, Ethiopia and Vietnam to settle in India. These candidates must have an eligibility certificate issued by the Government of India.
>> Candidates belonging to Nepal, Bhutan or Tibetan refugee are not eligible for appointment to the Indian Foreign Service.

The preparation of UPSC is really tough.People takes years for the preparations.Since it contains a huge syllabus from almost all realms.So preparation is quite tough.However the eligiblity criteria says that you can give the exam after holding any degree in educations.The candidate must hold a degree from Government recognised Universities or possess an equivalent qualification as per the official notice.
