after completing MBBS from uttarakhand govt college, during the 5 year bond of rural service if i clears UPSC CSE exam for IAS then will i be allowed to go or not?
If the bond you have signed is with a government Institute and if you do clear UPSC then yes you would be allowed to shift. According to government rules if you shift from one job to another that is still part of any central or state government then you don't pay any refund fees

If you have signed a bond or agreement that you will do rural service for five years then they may not send you even if you cleared UPSC CSE until or unless you pay the compensation or penalty which they hold for breaking the bond. Better you consult the people with whom you have signed the bond or agreement. They must have made some conditions for breaking the bond.
