It's depend on your interest mainly.It is not like that for UPSC you require a particular course, a recognized Degree from a recognized college is sufficient. Whether you want to join engineering, medical, arts, commerce It doesnt matter, but that course should be degree.
If you want to start upsc preparation with degree then choose arts or alike because then you can get ample of time preparation and also somewhat similar subjects in curriculum as in UPSC syllabus.
If you go for Engineering there are many subjects so you have to give so much of time in college study and activities.
Arts and commerce will be a always good option. But make sure that from first year start basic reading like NCERT and any news paper. So use of time in these crucial years will help you get your goal.

Hope you're doing good. You can do anything you want, don't panic. There are optional subjects which is mainly from Humanities part. If you are from Humanities you can have a slight advantage over other mainly in optional subjects like Geography, History, Political Science, Sociology etc. You can crack the exam with other subjects also, study hard. It will be better if you choose for humanities mainly subjects such as geography, history, sociology and political science , these subjects are the ones which are mainly included in UPSC examination as well also you can take up English, public administration or economics to help you in future .
