If you complete a Diploma in Engineering or any other professional subject, then if you wish to take admission in the UG course of the subject, then you can get admission directly to the 2nd year of the course which is known as the lateral entry. But there are no such regulation regarding 12th board examination. If you wish you can give the examination through NIOS board as it is accepted by all the Government recognized institute or for government jobs.

So with regard with you're query. after completion of diploma you able to join directly B.TECH second year. In the course that you're interested, by attempting the entrance exam conducted by both state and as well as central. But you're not able to go directly 12th without studying the 11th class in the PCM[physics, maths and chemistry].
