To be eligible for UPSC examination one needs to be a graduate in any discipline and Engineering is an undergraduate course , so after your electronics and communication engineering you will be eligible as :
UPSC eligibility criteria says that:-
*You must have a bachelor's degree in any discipline from a recognised university like BA, Btech, Bsc , bcom etc
*Minimum age limit :- 21 years
*Maximum age limit :- 32 years , there's 3 year relaxation on upper age limit for obc and of 5 years for Sc/St.

Yes, after ECE you can appear for UPSC Civil Service Exam or even Indian Engineering Service Exam for that matter, in former case the eligibility criteria is passed graduation in any discipline from a recognized university with no minimum aggregate required in this case, you can appear even in the final year of graduation and you need to attain 21 years, based on eligibility of graduation you can appear for other exams like UPSC CDS, SSC CGL/CPO, State Levels PSCs, Banking, Insurance etc.
