After filling the self-declaration form in jammu and apply for the neet which is conducted by NTA. you are declaring that you are not a resident of jammu & kashmir state. So thus you are eligible for the 15% quota of all india seats and not for the seats in jammu&kashmir. And in the same year you can't opt for both it is not possible. while applying next year again you have to give a proof and apply under state quota.
