after freezing the seat at arc in second round, is there any further procedure or I can now report to the alloted institute for admission?

Hey Avi,
since you have choosen freeze option in your counselling. So you got your alloted form and they gave you letter.
So you don't need to do any thing. Just wait and directly go for admission.
