Yes, that is the case. From what I have received information as, for people who have already clicked on "submit" button the previous time when filling for phase 2 registration, the edit option is not visible.

Others, who had partially or fully filled the phase 2 registration form and NOT clicked on  the "submit" option, the option to "edit" is visible and they can go ahead with filling information or editing their information.
