No , you can not apply to get admission in engineering college for the same same academic year if you are going to give supplementary . But if we consider some orivate college for this then you might get admission by full filling some criteria adviced by them . But I will suggest you to wait till your supplementary result because all the college demands for 10 and 10+2 marksheet to get admission in any course as well as transfer certificate too .

see if you have compartment in any subject in your 12th study, you have to appear in the supplementary exam. now the if the results of the supplementary exam has released before the counselling process, you would be eligible to participate in the counselling process and as per your score and choice you would be eligible to take admission in engineering college. however once the admission session over it would not possible to take admission.
