Pursuing a B.tech course is itself very good as per current times. There are various opportunities in different- different fields. An individual will get opportunities based on their skills. Coming to your question, Doing MS is a wonderful idea for sure.
See, pursuing a MS Degree from countries like USA, UK, GERMANY etc brings various opportunities as well. It is for sure that in India civil engineering from a Tier-1 college is better as you will be able to fetch jobs easily. But in other countries it has a very good scope.

yeah! You can do the MS program in Civil Trade from abroad but you have to qualify some of the entrances such as GRE. Most of the students from India usually go for countries such as Germany, Cannada for the study of Engineering.
