Yes, you are eligible for to fill 15% AIQ quota in Jammu and Kashmir. Students are eligible for this 15% AIQ quota independent of their choice under State of Eligibility. Therefore, the candidates can fill in any State (e.g. you can fill the State of your Class XII School, Home State) against this choice.
