To apply for Second round AIQ you must have registered for First round of AIQ counselling and participated in first round of AIQ. Candidates who haven't registered for first round of AIQ counselling are not eligible to register for second round regardless of your seat allotment under state quota. So if you have applied for first round in AIQ counselling that you can register for AIQ round 2 as well.

Yes, you can participate in All India Quota Round 2 Counselling.
But If you will get a Seat in Round 2 of AIQ then remember some important points:
After Announcement of Allotment Result of Round 2 AIQ, you have to decide between All India Quota Seat and State Quota Seat within 2 days, If you want to go with State Quota Seat then you can take Exit from AIQ Counselling with the option of Exit with Forfeiture of Security Money (Counselling Security Money will not be refunded to you). If you want to go with AIQ Seat then you have to withdraw your documents from State Quota Seat and you have to take Relieve Order from the Allotted College of State, If they will return your documents then you can take admission in allotted College of AIQ. Switching College from AIQ to AIQ or SQ to SQ is easy but the process for switching College from SQ to AIQ or SQ to AIQ is little bit tedious.

Yes, Once you are allotted a seat in Round 1, you have options like:
Free Exit: Where in you cancel your admission without reporting to the College and you will still not be penalised. And you can appear for Round 2. Fresh choices need to be locked.
Upgrade: You take an admission in the College but go for an upgrade which means that if you get a better seat, the first allotment gets automatically cancelled and you have to join the 2nd allotted College.
