Yes, as you mentioned this year the cutoff has increased and since cutoffs differ with factors like the number of seats available, number of applicants etc an exact possibility cannot be predicted. The possibility is a little low but sure you can give it a shot. It is a very reputed college hence the competition is going to be tough . Since you belong to the state and has EWS quota , you can attend the counselling and see if you are lucky. However , if you miss it , do not lose hope , you should remember you do have many other very good choices.
