Yes. Even after you take admission in a particular round of counselling, you can do so. You have to apply for up gradation in the subsequent rounds of counselling, just remember to attend the counselling according to the rules. If you get a college, your fees and documents will be transferred and adjusted (a refund will be made if you get a government seat because the fee is usually less). If not, you still have the first seat.

If I would not get state quota seat in second round so I would not take admission in the college then all my fee would be returned back
