Hello souraj.

The first level is JEE mains and then the qualified students sit for JEE advance. The advance qualified students can apply for IITs.Admission to NITs is solely on the basis of JEE mains result.Even if you don't qualify JEE advance, you surely can apply for NITs based in your JEE mains result. For NITs ,your advance rank doesn't matter at all.Hope this was helpful.

Good Luck!
