Yes, you can take admission in AIIMS Delhi with the EWS category also, provided you have all the necessary documents for it.

Hope you're doing well. Now coming to your query, ofcourse you can choose general EWS category while filling the application form if you have EWS certificate issued by the official authorities. That would be taken under consideration while counselling process.
Now coming to your second query the cut off for AIIMS , New Delhi in year 2021 was
1- 706 ( AIR-53) for general category
2-695 (AIR-250) for OBC
3-695 (AIR-254) for EWS
