Every year , the JEE Advance examination is conducted for the qualified 2.5 Lakhs students. It is considered as one of the toughest examination not only  in India but also throughout the World.

For a student who has studied the basic concepts pretty good, he will crack the exam and obtain a good rank as well. But in the opposite case, the one that hasn't studied much and whose basic concepts aren't clear, will definitely find it tough and hard exam for him.

So, it totally depends on the way you have prepared for the exam. But , each year, the paper is not conducted by a single IIT institution, and is conducted by various participating IITs, therefore, the paper each year is different from the previous one and would be tougher or easier depending on the student.

So, in short, every year the paper is tough for some to crack and easy for some depending upon how well you have prepared.

Short Answer : JEE 2016

Long Answer : It is definitely the JEE 2016 paper which was the toughest as a whole. You can clearly see that from the marks scored by the top ranker: Aman Bansal scored 320 out of a total of 372 marks. That is (only) about 86%. In comparison, the highest score in 2019 (also out of 372) was 346. Even a score of 250 landed you a top 100 rank. So yes, it was definitely the toughest objective paper in the JEE.

The reason why I mentioned “as a whole” in my first line is that each JEE Advanced paper is an amalgamation of both easy, difficult and ultra-difficult questions. It is difficult to find a paper in which all 3 subjects are extremely tough or all 3 are extremely easy (except 2017 :P). But if we tried, we couldconstruct one of the toughest papers in the history of the JEE!
