All the vacant seats of all india quota are shifted to state quota then which seat is there for all india mop up rounds?

Hello,
At the end of All India Counselling, non joined and not allotted seats are reverted to state quota.
Mop Up rounds are conducted for Deemed /Central Universities. The net vacant seats due to non joining and non reporting of Round 2 are published for mop up round.
