There is no upper age limit in India when it comes to the education of any group (be it matriculation, intermediate, bachelor, or masters)
The eligibility that a Board of Examination requires in terms of age is the minimum age that a candidate must be. For example, in order to be admitted to the 1st class, a student should be of a minimum age of 6 years old. Similarly, in order to appear for their 12th Board, a candidate must be of a minimum age of 17 years. There is no upper age limit in the Indian Education System so yes, you can do 11th at the age of 22.
