am already joined into college which I got in second phase of counselling of ap eamcet and am studying now and also submitted my documents can I attend for ap eamcet third phase counselling

No, you cant. As you have mentioned that you have already taken admission in second counseling and most importantly you have started doing classes too so considering all this scenario, you wont be able to participate further in the later rounds.
