Sorry to say but your score is too low to get admission in govt medical College in Tamilnadu. As you didn't specify you category, I am assuming your category to be general. According to the last year cut off, 453 marks was the minimum marks for govt. College.
You score is quite below the minimum cut off.

Dear Sir / Ma'm, with the aforesaid score, it will not be possible for you to get a seat in any government college even if you are from the reserved category according to previous years cutoffs trends. The lowest cut-off for a government college in Tamil Nadu was 593 for a general candidate, 588 for a BC candidate and it was 554 and 537 respectively for SC and ST candidates.

I'm very sorry to say getting govt college under NEET you should get around 650 plus as the competition is quite so where as with your expecting score its not possible to get govt where as you could get private university
