Am I eligible for NCHMCT-JEE even if I have 2 gap years after 12th exam (passed with English as one of the subject, age 19 years) ?

According to the NCHM JEE Eligibility Criteria, candidate must pass in 10+2 or Senior Secondary exam or any other equivalent exam and it is compulsory for candidates to have studied English as one of the subjects in 10+2.
For General candidates, Upper age limit is 22 years as on 01.07.2019.
You fulfill the eligibility criteria so you can appear for the NCHM JEE exam.

As you are 19 years, you fulfil this criteria. Coming to the educational qualification, Plus two level exam in the 10+2 pattern of Senior Secondary education of any recognized State Board/Central such as State Boards of Secondary Education, Central Board of Secondary Education (CBSE), Council for Indian School Certificate Examination (ICSE) and It is compulsory for candidates to have English as one of their subjects in 10+2. English has to be a subject of study (functional, elective or core) and it is compulsory for candidates to pass in it. So you meet this criteria as well. So you are eligible for this exam.
