I hope that you have submitted the allotment fee and the documents in the first round of counselling because as far as i know counselling rules of NCHM 2018, if you are allotted a seat in the first round of counselling, you will necessarily be required to deposit the seat allotment fee (40,000) online, and then report to the reporting centre (RC) with required documents. If you do not do that, you will not be eligible to participate in the second counselling round and will be eligible for only the third or final round

As far as I know if you are givena seat in the first round you have to report at the reporting centre and pay the admission fees after which you can optfor freeze or float. If you have done that then you can get the seat . If you have not then you will have to go for the spot round that usually takes place only in JAdavpur uiversity (amongst othere colleges under wbjee) with a fee structure of around 10k.
