Yes . in Distance education, you can pursue Masters in Psychology after Any graduation even after B.tech.
Look, in regular courses .. you may be restricted to pursue Masters in Psychology as you have an Engineering background . And as per the eligibility criteria in Regular colleges , one should graduate in relevant domain in which he/she wants to pursue Masters .
