amid pandemic we would not be able to go to college, since I'm doing bca course after 12th shall I start learning programming at home??

The one thing which the panoramic has taught the entire nation is that you need to be self reliant and self independent in making your choices and managing yourself.
So, it's good that you have already planned to start learning programming because there is no certainty that when the colleges will reopen and life will resume at normal pace. So, start your preparations at the earliest!
