Both institutions are more or less the same in all the terms. Be it ROI, placement, learning - they are the same. Infrastructure might vary a little bit and so will the proximity to the city. But these two factors do not make a huge difference when it comes to the learning factor.
Now coming to the in-depth analysis of your question. What are you looking for when you are comparing two institutions? Is it ROI? Is it placement? Is it the quality of learning by the professors? Different people have different parameters. Whatever reviews I will write is based upon the experience of my friends. Quality of learning is better in Flames Pune. You will find faculties from IIT and IIM and industry stalwarts visiting here.
Coming to placement, both are nearly the same. Placement wise I cannot recommend one. Do not hold high expectations from either.
Coming to ROI, Amity ranks better than Flames. (Do not consider it to be good though since the comparison is with Flames. As the campus at Mumbai is new, they don't charge high fees. Naturally, it ranks better in ROI)
Infrastructure wise, Flames ranks better. Amity Noida may be good, but Amity Mumbai is a fairly new campus.
Take a wise decision after considering all the parameters.
