Congratulations for getting such pretty rank in JEE mains 2020. As per your question I am giving below the cut off ranks for last some years for all the three colleges, related links and your chances too.
1) NIT Agartala - for chemical engineering the cut off for EWS category in 2019 is 5009 and for open category it is nearly 38000. Also for the last some years such as 2018,2017 and so on for general category cut off is nearly between 35000 to 40000. So you have very less chances of getting admission here but as cut offs changes year to year you may try it.Go with below for more deails.

2) NIT Shrinagar - According to last some years cut offs the range of closing rank is between 40000 to 50000 for general but it may increase some times also so you have more chances here of getting admission than that of NIT Agartala. 3) HBTI Kanpur - According to last year cut offs of HBTI Kanpur the cut off rank for chemical engineering in general category is nearly 45000 and for EWS category it is 6000 to 7500 so you have less chances to get admission in this college also.
