anyone tell me that : only cse or cse with Machine learning. which is the best option for my carrer? at 2021

Long answer short- Go for CSE without any specialization.

See, Colleges themselves give you the option to choose elective/selective subjects(AI, ML, etc.) in the 3rd/4th year while you are pursuing B.Tech in Computer Science. Once you go to college you will explore more about your skills and interests, especially in 1st and 2nd years, so maybe then you find Artificial Intelligence more exciting than Machine learning.

Until the 3rd year of your college life, if you are really in Machine Learning and Artificial Intelligence, then take some courses from online Platforms like Coursera, Udacity, etc. You can work on some projects too if you are getting excellent in these specializations. Later, in 3rd there you will get lots of options of elective/selective subjects in 3r/4th year, so that time you opt for any subject of interest and get an official degree in it.
