There are 2 quotas under which a seat is provided in Medical College through Neet examination
85 % state quota
15 % All India quota
For 15% all India quota all the students are eligible irrespective of the state they hold the domicile of. States like Jammu and kashmir don't participate in all India quota
For 85 % state, you need to be domicile of that state, except for open state Karnatka where students of other states are also eligible for state quota
Thus ,
being a domicile of Punjab you can get into medical colleges in Punjab and Karnatka only under 85% state quota , while you can get admission in Medical College of other state as well but under 15% all India quota for which cutoff marks is relatively higher

No, i am not a resident of punjab at all... i am from a different state and want to apply for punjab’s management seats in private colleges.. am I eligible?
