As per your question, as per government sources maharashtra government had extended their lockdown till October 30 with some relaxation which means indirectly colleges will not open till October 30 as also it would be difficult to reopen of colleges in the month of November.

So as of now, schools and colleges are not opening till 30th of October in Maharashtra.
