Hello student,
Yes degree from IGNOU is valid for CDSE. Although IGNOU is a distance university, but is well recognized by UGC (University Grants Commission). Moreover, a degree from any university (distance or regular) recognised by UGC Act, is certified for application in any of the further ascertainments in India. There is no requirement of having a regular degree. You are certainly eligible for CDSE.
