In general scenario, there is a difference, Electronics & communication engineering deals with Electronics which includes Microprocessors, Controllers, and DSP so on and communication includes small distance communication, modulation of the signal. In Electronics & telecommunication engineering, it includes all the electronics application and Tele(Distance) Communication, like satellite communication, Fiber optic communication, and so on. Telecommunications engineers handle different types of technology that help us to communicate. They research, design and develop satellite and cable systems, mobile phones, radio waves, e-mail. So ECE has a wider perspective, covering all types of data communication while telecommunication, as the name suggests,is concerned with telephony/wired communication/satellite communication. An electronics and communication engineer is qualified for jobs that include building electronic components for integration into larger systems, Integrated Circuit (IC) design work, board layout, programming micro-controllers and microprocessors, and field testing. So hence both are quite similar but still there is a difference.
And in GATE an electronics and Telecommunication Engineer can give exam for ECE branch.

both of the branches ECE and ENTC are basically similar to each other. And to answer your second question, definitely, a student from ENTC background can definitely give GATE.
Basically, ECE and ENTC are two separate branches but with a similar curriculum. Few colleges have ECE as a stream while another college has ENTC.
