It totally depends upon your college and the hostel faculties that if they are allowing the students to bring electronic gadgets such as mobiles or any other thing in the campus during study promises.

Generally in all the colleges you are allowed to bring mobiles but you are not allowed to use it in the classroom during lectures. Now talking about hostel then there also in some of the hostels the boundation exists that you can use it in between these time slots.
