Not particularly, but yes they are part of JEE syllabus because there are questions in JEE MAINS and ADVANCE basis on logarithim, so you must have clear idea , about how to use log and its graph , because its basics will always be there in problems.
There is a topic in NCERT called logarithmic differentiation , it will help you get clear understanding.
For solving many problems in JEE you have to know about logarithmic properties.

For getting appreciable results and clearing your basics, you need to study it.
Most of the coaching institutes also teach it in their curriculum.
It may or may be not be in their syllabus, but studying it brings you on safer side.

There is no specific syllabus of logarithm for
jee, but knowing log is important(it is like
equiping yourself with a tool) A tool that can
help you simplify many complex equations,
but there is no need to byheart values from
log table just go through the properties of log
thats enough.
