Are students from ALL INDIA eligible to apply for revetted seats during mopup? will there be new opening for registration?

You should have the domicile of the particular state to participate the Mop Up round for the admission in the Government colleges, It can also varies state to state. There is no any Mop up round for All India Quota seats.

The first round counselling has been started from 2nd July, 2018 of Gujarat. You can check teh further information with the given below link.
