No, there are not a single college in india without NEET.  You have to crack NEET to get admission in any medical course. Even for the private colleges you need to qualify the NEET. But yes you can try outside india for medical Course without any enterence exam. You also have options for para medical courses, you can do pharmacy, radiology and etc.
