yes you are eligible for DNB counselling with neet PG 2019 rank and there will be a different portal issued with this regard on the diplomat national board website with regards to the seat Matrix and the rank list available for DNB which will be almost similar to your PG rank and you will be able to access the DNB seats with your PG rank by participating and that counselling which will be however separately then from the state and national rounds for MD and Ms respectively
